Affordability
Lowering Costs for Nevada Families
Nevada families are paying more for everything, from groceries to gas, rent, prescriptions, and childcare. Paychecks that used to stretch to the end of the month now run out before the bills are paid. I won’t rest until a paycheck in this state is enough to build a life on.
My Record:
- Capped Drug Prices: Delivered a $2,000 annual cap on out-of-pocket prescription costs for Medicare patients, and gave Medicare the power to negotiate prices directly with drug companies.
- Returning Illegal Tariff Money: Introduced the RELIEF Act to refund Nevada families and small business for tariffs the courts have found unlawful.
- Ending the $2.13 Wage: Introduced the TIPS and and TIP Improvement Act to end the federal subminimum wage, end taxes on tips, and keep more money in working people’s pockets.
- Taking on Corporate Landlords: Introduced the HOME Act to break Wall Street’s grip on Nevada’s housing market and give families a real shot at owning a home.
Workers & Wages
The TIPS Act & TIP Improvement Act
Your paycheck shouldn’t rely on tips for good service to pay the bills. But for too long, the federal government has used tips as an excuse to keep workers trapped in a poverty wage of $2.13 an hour. That’s a number that hasn’t moved since 1991, and is not only too low, but insulting to hardworking Nevadans.
I introduced the TIPS Act and the TIP Improvement Act to fix this permanently. I built this legislation side-by-side with Culinary Union Local 226 members and workers from across Southern Nevada. I believe the people most affected by tipped wage policy should be the ones writing it.
What This Fight Delivers:
- Eliminates the subminimum wage: Ends the federal $2.13/hr tipped minimum wage once and for all.
- Ends taxes on tips: Stops the federal government from taxing the tips of working people.
- Ends the Marriage Penalty: Raises the deduction cap from $25,000 to $50,000 for joint filers in tipped households.
- Permanent Relief: Removes the 2028 expiration date to make this tax relief permanent.
- Closes Corporate Loopholes: Blocks executives from exploiting tip deductions for their own bonuses.
Healthcare
Protecting the Access to Quality Care and Lowering Costs
Healthcare is not a luxury. It’s the difference between a family that can survive a crisis and one that can’t. And right now, more than 140,000 NV-04 residents rely on Medicare. They paid into this system their entire working lives. I won’t let those benefits be gutted to pay for tax cuts for the ultra-wealthy. In Congress, I have fought to ensure every Nevadan has access to care they can actually afford.
My Solutions:
- Lower Drug Costs: Passed the law that caps annual out-of-pocket prescription drug costs at $2,000 for Medicare patients.
- Taking on Big Pharma: Secured the authority for Medicare to negotiate drug prices directly with pharmaceutical companies.
Social Security
Protecting the Promise You Earned
Nearly 144,000 residents in our district receive Social Security benefits. For most of them, it is their primary source of income. You paid into it, you earned it, and it won’t be touched on my watch.
My Record of Action:
- Direct Oversight: Serving on the Ways & Means Social Security Subcommittee to protect the program’s integrity.
- Expanding Benefits: Cosponsored the Social Security 2100 Act to increase benefits and ensure the program stays solvent for generations.
- Holding the Line: Opposing every proposal to cut, privatize, or fundamentally alter the Social Security benefits Nevadans depend on.
Housing Affordability
Taking on Corporate Landlords
Out-of-state corporate investors have flooded our neighborhoods, buying up homes and driving rents skyward. It’s a market takeover that’s making the cost of housing impossible for the very people who built this city.
My Plan to Lower Costs:
- The HOME Act: Introduced legislation that takes on Wall Street’s role in Nevada’s housing crisis, because homes should belong to the people who live in them.
- Investigating the Department of Housing and Urban Development: Introduced legislation directing officials to investigate corporate price manipulation of home rents and sales.
- Congressional Hearings: Requested formal hearings on corporate landlord practices in NV-04 zip codes where prices have jumped over 20%.
Tariffs & The Economy
The RELIEF Act vs. Trump's Tariffs
Let me be direct: Trump’s tariffs are not paid by foreign governments. They are paid by Nevada families at the grocery store, the gas pump, and the checkout line. They are a tax on working people, and they’re hitting our hospitality industry hard. Culinary Union members are calling it the “Trump Slump”: fewer tourists, fewer hours, and smaller paychecks.
What I'm Doing:
The RELIEF Act: I introduced legislation to treat tariff revenue as what it is: a tax on Americans. That means sending that money back directly to the families and small businesses who paid it.
Immigration & Accountability
Oversight & Real Reform
I believe in an immigration system built on dignity and accountability. What we have now is a broken system that separates families and costs billions while solving nothing.
Fighting for Accountability:
- No Unchecked Spending: Voted against billions in ICE expansion that lacked basic congressional oversight.
- Protecting Tourism: Led the fight against DHS rules that would have required international tourists to disclose five years of travel history — a direct threat to Nevada’s tourism economy.
- Real Reform: I’m fighting for comprehensive reform that creates legal pathways, reduces backlogs, and holds enforcement agencies accountable to the law.
Infrastructure & Water
Delivering for Nevada’s Future
NV-04 stretches from the heart of North Las Vegas to communities in Nye, Esmeralda, Mineral, Lincoln, and southern Lyon counties. Every one of these communities deserves a congressman who delivers.
Results for Our District:
- $10.2 Million Delivered: Secured funding for safer school zones, road improvements, and essential equipment for our first responders.
- Protecting Our Water: Secured $4 billion in drought mitigation funding to protect Lake Mead and Southern Nevada’s primary water supply.
- Looking Ahead: I have already submitted funding requests for the future, focusing on housing infrastructure and rural water systems that cannot wait.
Protecting Democracy
Securing Our Elections and Voting Rights
Our right to vote is under attack. The Supreme Court has gutted the Voting Rights Act twice in a generation, state legislatures are re-drawing maps to silence voters, and election workers are facing threats for doing their jobs. I won’t stand by while the foundation of our democracy is dismantled.
What I'm Fighting For:
- Passing the John Lewis Voting Rights Act: I’m an original cosponsor of the bill to restore the federal protections the Supreme Court has stripped away, and haven’t stopped pushing to get it passed.
- Ending Dark Money in Our Elections: I voted in favor of the Freedom to Vote Act to expand ballot access nationwide and force transparency from the billionaires trying to buy our democracy.
- Protecting The Ballot Box: I’ve stood strong with Nevada’s Secretary of State and election workers against the wave of intimidation and disinformation aimed at our state’s election system.
